According to several pentagon employees the books are cooked. I'd say that that's something of an understatement.
What do we expect though, really? We give organizations such as the cia an the nsa the authority to conduct top secret activities in multiple countries and we wonder how money ends up missing. These people know that they can get away with whatever they want to, and as long as we allow them to continue to operate in secret this kind of thing will continue ad infinitum.
